This is similar to the tests for divisibility by 2 and 5. Every number is (a multiple of 100) + (last two digits). Since 100= 4\times25, every number is (a multiple of 4) + (last two digits). So if the last two digits make a number that is a multiple of 4, then the whole number must be a multiple of 4.
